competetive learning simulators

I am looking for alternative competetive learning packages
(other than McClelland and Rumelhart's) that:

accept continuously coded input values (ranging from 0 to 1),
allow for varying number of groups of competing units, 
allow for varying number of units within a group,
accept varying initial weight ranges,
and are easily modified to use different learning algorithms.

It would be helpful if the packages came with source code (preferably in C)
so that they might be compiled for either a compatible or sun4. I would
appreciate any information on simulators that satisfy the above conditions.
