commonz/krb5.conf.global: KDC reordering, part 2

Mask the kdc entry for kerberos-3 that appears in krb5.conf.unstaged,
and restore the kerberos-2 entry that was previously masked. This
serves to move kerberos-2 to the end of the list and begin moving
kerberos-3.

As previously noted, this change is needed only on type Z platforms, since
the order of the output file is deterministic on type X platforms.
