dosupdepot: add -interactive

Add a switch to dosupdepot to force interactive mode, even when stdin
is not a TTY.  This has the effect of selecting interactive-mode defaults
(don't delay, don't use coll.conf.cache) and of allowing the output of
subprograms to be sent to stdout.  It is intended to be used when running
dosupdepot under SSH without a tty, by cmucs-system-control, or in similar
situations
