On a related note, I described in a 1988 tech report how asymmetric
lateral connections in a self-organizing neural network can symmetrize
by using an inhibitory learning rule.  The paper is called "Self-
Organizing Neural Networks for Perception of Visual Motion," by
J.A.Marshall.  A more concise version will appear in the next issue of
Neural Networks (January 1990).  To obtain the TR, you can write to
