[ACT-R-users] minor web updates, call for link checking

This morning we moved the webserver to the old hardware, so it should be
nice and fast.

I've also fixed many broken links by redirecting them around to places
on the new site.

Please, if you see any broken links from any search engine or old sites,
let me know! (People's homepages will be broken. I can add redirects for
anyone who requests it.)
