neuroprose update of hertz.refs.bib.Z

The hertz.refs.bib.Z bibliography in the neuroprose archive has been improved:

I've moved the address information of @inproceeedings entries around to follow
the recommendations for BibTeX 0.99a: conference location in the address field,
publisher address in the publisher field.  This eliminates the ugly hack of
putting conference locations in the organization field, which led to strange
results in some bibliography styles.
