[RavenclawDev 255] making festival pause

Hi, I already asked Alan Black this question, but maybe someone here
knows the answer..

Is it possible to manually set pauses for Festival?
 The existing applications use this format to specify a pause:

{break time="600ms"/}

I am not sure if this was meant for festival or for another TTS, but
it does not seem to work with Festival.

Is there a way to set a pause length?
