Olympus is implemented in C++ (mostly). Using Perl for the backend (s) is historical; any of {C,Perl,Python} should work.
Android is an OS, so it's not clear what you mean; I would check which languages/compilers it supports (I believe that C and Java are options).

I'm trying to make an application using speech recognition to fill a form. I'm thinkin about using your framework my app shoud run on android. I'm asking if the backend app should be programmed in Perl or it's ok if it's programmed with android
