[Olympus developers 13]: new olympus version

I've branched olympus 2.1. This isn't the first 
olympus-ravenclaw-communicator system, but by some measure its the first 
such system that can be used as a plug-in framework. Since this is the 
only version that's tagged or branched, I'm going to change the version 
on all of the open tickets to 2.1. New tickets should generally be 
assigned to 2.1.
