rc_net_host: Use tags to denote filtering

The presence of certain tags denotes filtering. When one of these tags
is present, the tag ID and name are reported as the filter code and
name. Additionally, a new 'fdesc' attribute is included in the machine
readable output, to be used by the web interface.
