stage: convert all servers to restore-only

Disable all backup- and housekeeping-related tasks on all stage servers,
and update to use the new production dbserver on stagedb-02. This has the
effect of allowing the legacy machines to handle restores (entered in the
new databsae) involving their own drums and old tapes, until they are
finally retired.
