rc_net_host: permit assignment on unknown network with -u

When host assign is used with both -i (assign specified address) and the
new -u switch, allow assignment of an IP address on an unknown network.
This is intended primarily for cases in which a machine is to be assigned
an address on a Netreg-controlled subnet and has already been registered
in Netreg.

In these cases, the checks for multiple addresses on the same
network and for permission to assign on a particular network cannot be
performed and so are skipped.
