Log Message:
Use prod,qa,dev,-x; avoid "test"

Traditional RAMS database instances are named prod, qa, test, but Computing
Services uses prod, test, dev. To reduce confusion, avoid using 'test' at
all; instead, use prod, qa, dev.

Additionally, to make 'dev' available for this purpose, the command suites
that allow a programmer to control debug mode, choice of database, etc are
renamed as *-x.
