dns*: revert named.conf changes for CMU view

Revert changes previously made to named.conf.proto in dnscache (1.16), dnscs
(1.14, 1.15), and dnsother (1.10, 1.11).  These changes were intended to
introduce a CMU-only view, with the eventual goal of moving cs.cmu.local and
our bits of 172.16/12 into that view.  With the coming transition to campus
DNS, this change will never go into production.  Reverting it will allow us
to push out other changes needed prior to the transition.
