rc_sshki: check key_restricted priv before is_restricted

If a user has the key_restricted host, don't bother querying to find out
whether a host to be updated or removed is restricted.  This allows ring0
users to work around a bug in ak7 which prevents checking the restricted
status of a host that no longer appears in the DNS.
