rcshibreg: Fix exports; use more constants

Move a variety of constant values, mostly XML namespace URIs, into
global variables instead of using hardcoded constants.  Also, correctly
set @CMUCS::ShibMD:EXPORT so that functions intended to be exported
actually are.
