fixdhclientconf: be more portable

Update fixdhclientconf so the same script will work on F7, F10, and F14.
Plus an additional commit to clean up Fedora release detection.
Backported from all_f14.

>From here on out, separate copies of fixdhclientconf will be maintained
in F7, F10, and F14, but they should be identical and updated at the same
time, at least until a platform becomes desupported.

The fixdhclientconf released on Ubuntu is not the same.
