all_u1204 update-ntp: search harder for dhclient

When dhclient has been running since before the last time isc-dhcp-client
was updated, it will be running from a deleted executable, and searching
for things using /sbin/dhclient won't find it.  Thus, we now also search
for processes whose command line contains /sbin/dhclient.
