sysupdate.conf: Fix bash package version

Due to oddities in the RPM version numbering scheme and differences
between the comparison operations used by dosysupdate and by RPM itself,
our bash RPM versions containing the string ".0SCSp1" were not sorted
correctly.  We've switched to versions using "_0SCS.1", which causes
them to sort correctly and allows for future SCS versions to also sort
correctly, in case there ever are any.
