all_u1204: handle NTP server changes in post-update

The version of NetworkManager on Precise has a bug which prevents it from
noticing changes in DHCP options or calling NM dispatcher hooks when a
lease is renewed.  This works around the problem as it relates to NTP
servers by extracting new NTP servers from the lease file and calling our
NTP update hook during post-update.  This also allows changes to quirks
controlling NTP server selection to take effect at that time.
