NM/dispatcher.d/05ntp-cmucs: Call NTP hook on renew

When NM reports an interface has an updated DHCP lease, call the NTP
hook with the "renew" reason, to update NTP server configuration.
This ensures that clients change their ntpd configuration when the
DHCP response changes, and also allows the global use_beta_ntp change
to take effect.
