Support use_beta_ntp on Ubuntu

This adds support for the use_beta_ntp quirk to our existing dhclient
exit hook (also called from an NM dispatcher hook) for updating NTP
configuration.  It also adds support for a new ntp_server quirk, which
specifies the name or IP address of an NTP server to use.  When used,
these quirks override the NTP server list provided by DHCP.

Finally, to enable testing, we allow the locations of the NTP config
files to be overridden by use of appropriate environment variables.
