The pithy term people use for this idea is the "ratbrain.h
hypothesis", the joke being that if you have a program ratbrain.c and
want to edit it to make it compile to humanbrain instead of ratbrain,
all the changes you need to make are in ratbrain.h: #define
N_CELLS_IN_CORTEX, etc.
