Connectionists: CEC 2021: call for competitions

Simon Lucas and I are competition chairs for next year's IEEE Congress
on Evolutionary Computation, and we welcome your proposals for
competitions!

Proposals for competitions should include descriptions of the problems
addressed, motivations and expected impact on evolutionary
computation, data description, evaluation procedures and established
baselines, schedules, anticipated number of participants, and a
biography of the main team members.
