Connectionists: Release of NEST 2.12.0

Dear NEST users,

we're extremely happy to bring you NEST 2.12.0, which concludes the NEST
2 series. This release is the result of 1763 repository commits from 169
pull requests by 40 developers since v2.10.0.

The release brings numerous refinements, bug fixes and improvements in
all areas of NEST. For a full list of changes and download links, see

All users are encouraged to upgrade and adapt their simulation scripts
to the changes in the user interface at this point in time to benefit
from the improvements in the new version.
