There is a completely defined way of counting layers. Note, however,
that I am not arguing for its adoption.
Let the distance between two units be defined as the *minimal* number of
modifiable weights forming a path between them (i.e. the number of weights on
the shortest path between the two nodes) .
Then the Layer in which a unit lies is the minimal distance between it and
an input unit.
The number of layers in the network is the maximum value of the
distance between any unit and an input unit.
