I was wrong - double blind reviewing does require that all authors do
their best to remain anonymous, in order to prevent positive
(e.g. authors using their fame, or that of their institution, to get
an easier review) as well as negative bias.

However re. Grace's point that authors like to put their papers up on
Web pages before publication - this year NIPS had a wonderful feature
of making draft papers available electronically after they were
accepted.  So given this, authors would have to wait at most a couple
of months.
