* PUBLICATIONS *

The joint conference publishes one Proceedings on Summaries which consist
of all papers accepted by all three program committees. The JCIS Proceedings
will be made available on Sept. 28, 1995.
A summary shall not exceed 4 pages of 10-point font, double-column,
single-spaced text, (1 page minimum) with figures and tables included. Any
summary exceeding 4 pages will be charged $100 per additional page. Three
copies of the summary are required by June 25,1995. A deposit of $150 check
must be included to guarantee the publication of your 4 pages summary in the
Proceedings. $150 can be deducted from registration fee later. It is very
important to mark ``plan A'' or ``plan B'' or ``plan C'' on your manuscript.
The conference will make the choice for you if you forget to do so. Final
version of the full length paper must be submitted by October 1, 1995. Four
(4) copies of the full length paper shall be prepared according to the
``information for Authors'' appearing at the back cover of Information
Sciences, an International Journal (Elsevier Publishing Co.). A full paper
shall not exceed 20 pages including figures and tables. All full length
papers will be reviewed by experts in their respective fields. Revised
papers will be due on April 15, 1996. Accepted papers will appear in the
hard-covered proceeding (book) to be published by a publisher or Information
Sciences Journal (INS journal now has three publications: Informatics and
Computer Sciences, Intelligent Systems, Applications). All fully registered
conference attendees will receive a copy of proceeding (summary) on September
28, 1995; a free one-year subscription (paid by this conference) of
Information Sciences Journal - Applications. Lastly, the right to purchase
either or all of Vol.I, Vol.II, Vol.III of Advances in FT & T hard-covered,
deluxe, professional books at 1/2 price.

(3) Decision & notification date: August 5, 1995.

General Information
The Joint Conference on Information Sciences consists of three international
conferences. All interested attendees including researchers, organizers,
speakers, exhibitors, students and other participants should register either
in Plan A: Fourth International Conference on Fuzzy Theory & Technology or
Plan B: Second International Conference on Computer Theory & Informatics and
Plan C: First International Conference on Computational Intelligence &
Neurosciences.
First Annual Conference on Computational Intelligence & Neurosciences
The conference will consist of both plenary sessions and contributory
sessions, focusing on topics of critical interest and the direction of future
research. For contributory sessions, full papers are being solicited. We also
welcome you to contact Jeffrey P. Sutton for the interesting formate he has
proposes in ``Symposium on Neural Computing''. Several interesting sessions
Have already been organized, e.g., ``From Animals to Robots'' by Nestor
Schmajuk, ``Intelligent Control'' by Chris Tseng, and ``Computational Science

(1) The Human Brain Project: Neuroinformatics
The Human Brain Project is a broad-based, long-term research initiative
which supports research and development of advanced technologies to make
avaiable to neuroscientists and behavioral scientists an array of information
tools for the 21st Century. These include novel database and querying
capabilities for the full range of structural and fuctional information about
the brain and behavior, as well as technologies for managing, integrating and
sharing information over networks. These will also provide the means for
electronic collaboration. This initiative was launched in 1993, and is
supported by 14 federal organizations across
5 agencies (NIH, NASA, NSF, DOE and DOD). Over 40 brain and behavioral
scientists, informatio and computer scientists, engineers, mathematicians and
statisticians are funded by the Human Brain Project. The diversity and volume
of data generated by brain and behavioral science is testing the limits of
informatics and associated technologies; the Human Brain Project is expanding
these limits. Such advances will be applicable to a wide range of problems, as
brain and behavioral research encompasses a multitude of disciplinary
approaches and data types. And, since brain and behavioral research is
generated around the world, the potential of this initiative will be fully
realized only when these tools become global resources. Thus, the strategies
and technologies that are developed as part of the Human Brain Project will
serve as models for other complex information domains, with implications far
beyond the brain research community.
It is our intention to creat such a discussion forum by inviting various
governmental, industrial and acdemic researchers to attend. For further

(2) Symposium on Neural Computing
It is important that researchers in information science keep abreast of
rapid achievements being made in neuroscience. Mathematical and computer
approaches aid in understanding biological information processing, and
information science stands to gain by examining strategies used by the nervous
system to solve complex problems. The aim of this symposium is to identify
areas where future research in information science should focus based on
recent advances in neural computing. A discussion format will be used. It will
be supplemented with a few key plenary lectures on computational and systems
neuroscience. No prior background in neurobiology is assumed. A summary
statement of the goals elucidated in the discussions will be prepared. Your
participation in this growing area of information science is most welcome.
N.B. Professors Jim Anderson (Brown) and L.E.H. Trainor (Toronto) are both
interested in contributing. Jeffrey know several other prominent researchers
in the field who would likely contribute if asked. For further information
