NIPS, blind reviewing, and elitism

IMO the NIPS '94 program was the strongest NIPS program I've
seen, and in fact the strongest program I've seen in any
conference of even moderate size, in the sense that I saw
no weak or uninteresting papers. (However I only visited
a fraction of the posters so I may have missed some.)

Any skeptics should wait and consult the Proceedings,
which IMO will provide a Prima Facie Case that the
refereeing procedure is not broken, and should not be
fixed (at least radically).
