dynamic variable binding

Recently, several people on this list mentioned 
dynamic variable binding. A general approach to 
dynamic variable binding needs to address 
*temporary* bindings in *time-varying* 
environments.  The following reference shows how 
a system with time-varying inputs and ``fast 
weights'' can learn to create useful *temporary* 
bindings.
