	I'd like to point out that it is possible to derive a learning
	algorithm that adjusts the size of time-windows automatically
	(Bodenhausen and Waibel, last NIPS proceedings and last ICASSP
	proceedings).

I would like to add that Bert de Vries and Jose Principe have been
developing a neural network model with variable (and trainable) time
delays for temporal sequence processing. See NIPS-90, page 162.
