CRG-TR-90-1 request

Could somebody, somewhere please do something about Tech Report Requests 
that get mailed to a *ALL* of us?  This is crazy because it is costing a
lot of money to somebody/everybody and it needlessly clutters up the 
system.  Maybe a tutorial on "how-to-reply/request tech reports" might 
help?
