learning new material

I am interested to hear of anyone who is interested in the problem of 
adding new information to a network with minimal impact on what has
already been learned.  I seem to recall some work on weight-decay
which was relevant, but I have lost the reference(s).  Could
anyone working on the problem please give me some leads?
