I just received the updated call for papers:
New Deadline: March 15th, 1990
Submit 4 photo-ready copies of a full paper (8 pages max. including figures,
tables, and references and a 250 word abstract). There will be no
revision of accepted papers.

Paper presentations will either be 20 minutes or 10 minutes, assigned
by the referees and organizng committee. You must first indicate your
preference for POSTER or PAPER. If you prefer to present, you must
further answer two questions:
Will you ACCEPT a 10 minute [y/n]
Do you PREFER a 10 minute slot [y/n]
This is followed by a threat: If a 10-minute slot is unacceptable,
but a 20 minute slot is not available, the committee will be unable
to accept the paper(!!!)

Pretty labrynthine stuff going on with the organization of cognitive
science this year; they have too many plenary speakers and
special-interest panels, so there can't be many normal talks, and the
committee has therefore taken it upon itself to reject (or absurdly
shorten the presentation time) of papers (or areas?) they don't like.
