ftp-able backprop

For some reason a lot of you expressed interest in the tech. rpt and code for
the simple back-prop tool we put together.  In answer to the demand I've
made the file ftp-able from the anonymous login at the machine mimsy.umd.edu.

p.s. this is unsupported and all that stuff.  The code is kernel common-lisp
and should run on just about anything with a decent commonlisp.
