PostgreSQL, Gogs/Git server upgraded

Dear Autonians,
While you were sleeping I upgraded Gogs/Git and its backend Postgres
database to 13.2. I have done quite a bit of testing and it works for me.
Make sure you remove the old cryptographic key from
.ssh/known_hosts
file before trying to play with it. Due to the change of ssh key, you might
need to run git-config
https://git-scm.com/docs/git-config
The old instance is not destroyed it is just dormant and could be
reactivated in the case we discover that something is super wrong with the
upgraded version.
I have done this with at least one smaller external instance of Gogs and it
worked flawlessly.
