lov* machines

Hello all

All the lov machines are running at 100% capacity leaving no CPU compute
available to anyone else.

*Please stop your jobs if you are using compute that is beyond reasonable. *

PS. I have the list of usual suspects (you know who you are.)  and I really
don't want to bother Predrag or one of the PIs with this complaint.
