GPU1 rebooted GPU3 scratch

Dear Autonians,

Per users report I had to reboot GPU1. nvidia-smi works for me as a
regular user although it takes some time. I can also see GPU cards
through MATLAB. However, I might need to upgrade the driver in the
future if people think it is too slow. 

On the unrelated note scratch directory on GPU3 if full making it less
useful to people. Please clean the scratch before I do rm -rf and just
rebuild the space.
