You don't have privileges to install any package. How did you install
gstreamer?

I would suggest you log into GPU1 or GPU2 machine. Those two machines
have the latest 2018a MATLAB release. They also have 

gstreamer-0.10.36-7.el7.x86_64

which I installed. If it doesn't work my guess would be that we are
hitting some bug. A simple Google search reveals lot of problems with
VideoReader plugin. For example
