Set up local python virtual environment

Hello Everyone,

I'm a new user to the Autonlab, right now setting up a working environment.
Predrag has told some user might have scripts installing most of the
relevant python packages to do neural network computations.

I wonder if anyone can share one of those?
It will greatly save me configuration time.
