[Research] Mailing List Moderation Notice

Hello everyone.  I noticed that I had an ill-conceived filing rule on my 
email which allowed valid recent moderation requests to go unnoticed and 
filed with thousands of spam messages.

I am solely responsible that the birth notices got delivered *way* *way* 
late, and I apologize.
