question about use an English sentence

I was wondering if someone could help me (a Japanese) understand an
English sentence.
The sentence, ``It can/could be argued that ....", has frequently
confused me.
I think this sentence brings two meanings, that is,
it implys ``I can/could say that ... , but
there is room for argument on this point."
Is my understanding correct?
