ActR Emacs mode

I have written an Emacs mode to facilitate the editing of Act-R code in
Emacs. Some of the features of this mode are:

- syntax highlighting 
- an identifier menu to ease navigation in the source files
- "automagic" indentation of production rules
- outline mode
- pretty printing of production rules

This mode has been tested with GNU Emacs 19.34 and 20.2/3. More information
