dnscache: remove group CS, REC stub zones

SCS no longer operates its own authoritative nameservers, so including
stub zones for CS and REC zones pointing at the old servers is now
counterproductive. Remove them; the still-existing stubs for CMU.EDU,
128.2, and 172.19 will cover things.
