Connectionists: IEEE CIG 2016 Game AI Competitions

We have a great set of AI competitions for IEEE CIG in September - 
including Doom, Angry Birds AI, Starcraft and General Video Game AI -
most have a deadline some time in September, so still plenty of 
time to crank up your deep NNs or MCTS or whatever and take 
a trophy.
