The goals of the new journal NIP-LR are
    (a) Timely Publication
         - 3 to 4 months to publication for Letters
         - up to 6 months to publication for Reviews
    (b) Connecting Neuroscience and Engineering
        - serving both system-level neuroscience and artificial neural 
          network communities
    (c) Low Cost
        - free for online only
        - US$30 per year for hardcopy
    (d) High Quality
        - unbiased double-blind reviews
        - short papers (up to 10 single-column single-space published 
          pages) for Letters
          (The Letters may include preliminary results of excellent ideas, 
           and full paper may be published latter at other journals.)
        - in-depth reviews of new and important topics for Reviews

The topics include
    Cognitive neuroscience
    Computational neuroscience
    Neuroinformatics database and analysis tools
    Brain signal measurements and functional brain mapping
    Neural modeling and simulators
    Neural network architecture and learning algorithms
    Data representations in neural systems
    Information theory for neural systems
    Software implementations of neural networks
    Neuromorphic hardware implementations
    Biologically-motivated speech signal processing
    Biologically-motivated image processing

The journal will consist of 
    monthly online publication and 
    yearly paper publications.

Authors have all the rights on their papers, and may publish extended 
versions of their Letters to other journals.
   
All the submission and review process will be done electronically
with Adobe PDF, Postscript, or MS Word files.
For rapid review process only binary (Accept" or "Reject) decisions 
will be made without revision requirements for Letters.
Minor revision may be requested for Review papers.
(Mandatory English editing services may be recommended.) 
We also incorporate double-blind review procedure.
(The reviewrs will not know the names of authors.)
