Error correcting competition

Does anyone know of research intocompetitive learning mechanisms
similar to the one presented in PDP I which include teacher error
correction?
  It strikes me that if the competitive network makes a decisions,
and the winning decision elements make a wrong decision, that
connections to those winning elements be changed so that
element would have a lessened chance of winning again given the
same set of circumstances.
  In this way, we have accountability of neural groups similar
to back-propogation, yet this method may be more biologically
appealing.
