random production firing

I have 2 productions that I want to fire at random. That is, approximately
50% of the time p1 fires, and 50% of the time p2 fires.

I have been unable to make this happen:
If one of them has a higher P value, it always fires.  
If I make the P values the same, then it always chooses the one that comes
first in the file.

Is there any way to get this to happen? I've tried looking for P value
noise, but haven't been able to find it.
